In early 1969 Joseph A. Califano, Jr., President Johnson's top domestic assistant, traveled on a Ford Foundation grant to London, Paris, Bonn, Berlin, Rome, Israel, Kenya, Tanzania, India, and Japan to look at the problem of student unrest abroad.
